Asking the operating system to run a standard VPN tunnel.

Vpn is the entry point. This is the half of VPN support that is portable and that most apps want: an IKEv2 or IPsec configuration the platform implements, installed after a system prompt, started and stopped by the app.

Referencing this package makes the build ask for the Personal VPN capability on iOS -- which any paid developer account can enable, but which must be enabled on the App ID or the app will not sign.
